Summary:
The Secure Communications Chief Engineer reports to the General Manager of Secure Communications and GATR groups within Cubic Missions and Performance Solutions. The Secure Communications Chief Engineer holds primary responsibility for all technical baselines and for ensuring those baselines are commensurate with budget and schedule requirements of all existing programs. Provides oversight of technical teams assigned by the Chief Engineers of Secure Communications and GATR from the engineering matrix organization. Responsible to proactively avoid problems that may impact budgets or schedules by calling together technical experts and management to initiate changes to execution of the technical baseline. Assists business development in capture of new business by assembling teams, facilitating sound architectural solutions, and being involved in the staffing of proposal and capture activities. Upon award of contracts, works with the engineering and program management teams on engineering startup activities, assignment of project engineers, and assists them in forming a viable team for project execution. Intervenes in ongoing project challenges and actively participates in ongoing risk mitigation. Closely coordinates with and advises business unit Directors and Chief Engineers and provides engineering guidance for all cognizant projects. Ensures adherence to related corporate processes and works with functional engineering managers to ensure proper ongoing technical oversight is provided. Chairs the Technical Council and leads regularly scheduled Tech Council Reviews to establish executable project baselines and when baseline changes are required. Responsible for technology roadmaps and for planning and budgeting of Internal Research and Development and Investments to further technology capabilities to sustain existing business and to capture new business. Works closely with all engineering disciplines to ensure interdisciplinary communication and coordination. Provides technical guidance, leadership, and supervision. Responsibilities:
Influences technical direction of major engineering development efforts. Directs, and under advisement of technical staff, adjudicates the most appropriate technical approach for business development activities. Identifies, investigates, and directs resolution of technical, budget, and schedule-related project issues. Provides oversight of architectural design, reviews system performance, and identifies technical risks and associated ways to mitigate those risks. Communicates technical approach and potential challenges through briefings and discussions with management staff, customers, and technical community, as appropriate. Maintains state-of-the-art awareness in areas of technical expertise such as changes, advancements, and improvements, particularly in secure military communications. Shares expertise with all areas of engineering. Plans and directs research and development. Develops and applies advanced methods, theories and research techniques. Directs, coordinates and contributes to writing and review of proposal documents. Prepares and presents concise executive briefs for day-to-day topics as needed. Coordinates with Chief Engineers to provide functional or resource planning guidance to program, engineering and management staff. Monitors financial and schedule performance, reviews proposal budgets for reasonableness, and mentors / guides project leaders on course corrections to achieve financial and schedule objectives on a regular basis. Interfaces with team members, management staff, customers, subcontractors and vendors. In coordination with Chief Engineers, identifies engineering process improvements and enforces the execution of them across the organization. Maintains knowledge of, and follows, applicable policies and procedures governing work assignments. As group leader, oversees team efforts to solve engineering problems or develop improved engineering processes. Triages any issues that arise to resolve project conflict, improve communications, and decision making whenever needed. Provides input on recruitment of project leads / project engineers with necessary skills to support legacy products, developmental and advanced programs, and proposals Looks for opportunities to enhance synergy between remotely located groups to drive business growth Minimum Job Requirements:
Four-year college degree, or equivalent, in electrical engineering, communication systems engineering or related technical discipline, plus a minimum of fifteen years of design, implementation, and fielding of line-of-sight or SATCOM data links. Management experience, advanced engineering degree, and/or MBA is desirable. Ability to effectively communicate verbally and in writing, make presentations, and conduct negotiations with customers, subcontractors, and vendors. Proven ability to lead cross-functional program teams. Ability to use personal computer software such as spreadsheets and word processing programs; use of JIRA and other budget / schedule tracking tools a plus. Possess the mental agility to effectively work with employees and managers at all levels both within and outside of the engineering organization. Able to develop in-depth knowledge of customer needs and competing products. Mental ability to perform engineering problem solving and analytical tasks. Must be able to work under project deadline pressures, and associated cost and schedule constraints. Position will require eligibility for a DOD Secret or Top Secret security clearance.
Salary Range:
$150K -- $200K
Minimum Qualification
Communications & PREstimated Salary: $20 to $28 per hour based on qualifications.
