Summary:
Sr. Project Control Analyst with strong Earned Value and Scheduling will provide overall guidance, plan and understand the company's financial position, support, baseline planning, and actual cost verification, preparation of Estimates at Completion (EAC), variance analysis, workforce projections, revenue and profit forecasting. Provide overall guidance to the Program Manager/Program Team with business and financial analysis, and, financial reports for Site Management. Job Responsibilities o Provide overall guidance and direction to development, maintenance and analysis of the program financial activity, scheduling and performance measurement data. o Leadership ability to advise Program Managers, mentor/train other personnel and a strong communicator of financial issues/risks to non-financial personnel. o Perform financial planning and analysis for multiple jobs within a line of business. o Tasks include but are not limited to, proposal generation, baseline planning, actual cost verification, preparation of Estimates at Completion (EAC), variance analysis, revenue and profit forecasting and general support to the Program Manager/Program Team with business and financial analysis. o Understand the Annual Operating Plan (AOP) and the Strategic Guide Plan process and help prepare program bookings, revenue, operating profit, investment and cash flow data o Understand how job costs are collected and billed on all contract types o Obtain agreement on previously determined goals and objectives through negotiation, persuasion and advocacy o Establish, develop and maintain effective business relationships with internal and external customers o Support negotiations with the government, industry prime contractors and foreign customers o Conduct difficult analytical studies, monitor trends and be able to accurately interpret the results o Support of government compliance and audit activities o Understand Standards of Conduct to include:
Conflicts of Interests; Improper Practices; Liability and Fraud o Understand Contract design and structure to include:
FFP; CPIF; CPFF; CPAF; BOA; IDIQ; Foreign Military Sale (FMS); and International Direct Commercial Sale (DCS), and, competitive and sole source procurements o Strong grasp of generally accepted accounting principles and a working knowledge of the cost accounting standards (CAS) and IFRS o Support Proposal Preparations including:
bid/no-bid requirements; cost estimating; pricing; RFP review; risk mitigation; and negotiation o Understand source selection evaluation process to include cost and price analysis, discussions, debriefings and protest o Program and finance:
Basis of Estimate (BOE) preparation; budget preparation, reporting and management; cost & variance analysis; Earned Value Management Systems (EVMS); Estimate at Completion (EAC); cash management/working capital; forecasting; contractual reporting (CDRL, EVM, cost and pricing, C/SSR); risk management; return on investment (ROI); audit preparation and management; and program review preparation o Support, communicate, reinforce and defend the mission, values and culture of the organization o Maximize IT utilization through electronic commerce and ERP/Oracle implementation o General business operations knowledge to include management principles; business development; HR; operations; finance; accounting; economics; and information technology o Ability to interact effectively at all levels and across diverse cultures Qualifications o Bachelor's degree in business, finance, accounting or related field and 7 years of progressive experience in a government manufacturing environment o MA/MS is highly desirable o Must have experience with earned value (EV), EAC, and Scheduling o Developing knowledge of the FAR, DFAR, CAS & SOX o Ability to understand financial analysis principles and have financial analysis skills o Strong computer skills (MS Office Suite , Excel, MS Project, Visio, Oracle, Pro Pricer) o Ability to obtain and maintain a DoD Security Clearance. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
