docx Job Description The Construction Analyst is a full-time position in support of the Naval Information Warfare Center Pacific Facilities division.
A SECRET level security clearance is required.
The responsibilities of this position include, but are not limited to; preparing and completing reports, RFP and/or SOW documents in the required format, including all applicable attachments; developing construction SOWs; interfacing with contract specialists for solicitation and negotiation support; and interfacing with building managers for project initiation and development.
Selected candidates will be responsible for providing any or all of the following representative services over the course of their assignment:
Perform site visits to collaborate with interested parties to develop performance criteria for new projects and solicitation job walks.
Analyze proposals and develop technical analysis of submitted proposal for cost and technical conformance of proposal.
Coordinate with team members and generate basic project scopes, schedules, and estimates in conformance with the project and customer requirements.
Responsible for coordinating with team members and generating basic project scoping and solicitation documents, and cost estimates in conformance with the project and customer requirements.
Perform field investigations, including the review of as built documentation, to determine existing conditions, document findings, and support ongoing projects.
Collect all required data to provide recommendations, prepare documents, and/or review deliverables.
Perform data collection/management to assist with the preparation of cost estimates, schedules, reports, RFPs, SOWs, and other project documentation to identify the condition of existing facilities and determine the needed maintenance, repairs, and/or improvements.
Produce a cost estimate for projects; including labor, travel requirements, material, and rental equipment, overhead, and other direct costs.
Cost estimates shall be provided in Cost Works, as required, with supporting documentation.
Analyze proposal and develop technical analysis of submitted proposal for cost and technical conformance of proposal.
Produce sustainment project scopes of work, associated cost estimates and solicitation technical analysis reports for projects.
Coordinate SOWs and estimates with various contributing personnel, building managers, engineers, designers and end users to ensure all items are addressed in a project.
Review proposals and cost submittals for conformance to government requirements and SOW.
Perform technical analysis on submittals to ensure proposals meet required objectives and document such determination.
Other duties as assigned.
Education and/or Experience SECRET level security clearance.
One (1) year of experience in preparation or review of plans, specifications, or estimates of materials and costs for construction, extension, alteration, or repair of buildings.
Knowledge and experience in negotiation of construction work.
Experience should have been gained working as an analyst, contractor, or other assignments in an architectural-engineering firm.
One (1) year of experience working with diverse construction materials and type of structures, uses, and application of facilities.
One (1) year of experience in reading and interpreting working drawings of building, or other comparable engineering or architectural structures.
Experience should include material estimating, cost estimating, work planning, construction work methods, inspection, quality control on materials, and workmanship and safety procedures.
Familiar with engineering, architecture, or construction trades.
General Knowledge, Skills, and Abilities Ability to draw information from several sources to form comprehensive and systematic recommendations serving immediate and long-term construction management.
Analytical thinking/critical thinking skills are imperative.
Demonstrated experience working within a team structure as well as autonomous/individual work environments to achieve contract goals.
Demonstrated ability to work in a dynamic fast-paced environment.
Proficiency in Microsoft Office.
Excellent written and verbal communication skills.
Physical Demands:
This position will entail a varying blend of office and field work.
Office work may require long periods of sitting and computer use.
Field work may require long periods on your feet, possibly on ladders or scaffolding.
Active construction sites may be dusty, loud, or dusty.
Heavy lifting should not be required.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
