docx Job Description The Facilities Planning Technician is a full-time position in support of the Naval Information Warfare Center Pacific Facilities division.
A SECRET level security clearance is required.
The responsibilities of this position include but are not limited to; managing and maintaining space assignment and utilization data; performing asset evaluation; conducting site visits to obtain and validate facility information; preparing site approvals; and developing reports and analysis on space utilization.
Selected candidates will be responsible for providing any or all of the following representative services over the course of their assignment:
Collect all required data to provide recommendations, prepare documents, and/or review deliverables.
Perform data collection/management to assist with the preparation of cost estimates, schedules, reports, RFP's, SOW's, and other project documentation to identify the condition of existing facilities and determine the needed maintenance, repairs, and/or improvements.
Manage and maintain data for NIWC space assignment and utilization in Archibus.
Drawings will be scaled to reflect the buildings' actual size, and will include representation of all existing interior and exterior walls, doors, windows, columns, room numbers, elevators, and stairs (or steps) and annotate any physical changes to the digital architectural floor plan GRX (a GIS viewing platform maintained by NAVFAC).
Perform Asset Evaluation surveys of facilities identified by NAVFAC asset evaluation protocols with a physical walk-through of buildings or laydown areas to determine if any floor plan revisions have been made, and then update the electronic drawings in Archibus to reflect their current architectural configuration, function, and occupancy.
Updates may include representation of all existing interior and exterior walls, doors, windows, columns, room numbers, elevators, and stairs (or steps).
Interact with NIWC Departments, Public Works, installation staff, and contractors to develop facility planning documents.
Make visits to work sites to obtain information on facility/site conditions to develop planning documents and recommend improvements to the utilization of space.
Review and recommend changes to PRC for updating in iNFADS based on site survey/validation of current user and facilities.
Participate in regular progress meetings NIWC Departments, Public Works, installation staff, contractors and other interested parties regarding work in progress, completed, project status, discuss problems and provide recommendations to resolve issues.
Prepare site approval requests packages for installation endorsement.
Following endorsement transmit and coordinate as required with NIWC Departments.
Analyze data and create reports.
The data and documents may be used to communicate planning actions to NIWC leadership.
Use Government furnished electronic systems, tools, databases, and applications to manage project documentation and records before, during, and after project closeout or completion.
Other duties as assigned.
Education and/or Experience SECRET level security clearance.
Minimum three (3) years of experience in facility planning on Department of Navy or other Department of Defense facility planning projects.
Working knowledge of planning concepts, processes, and terminology.
Demonstrated ability to apply knowledge and skills to analyzing planning data and to formulate alternatives and recommendations.
Experience using Microsoft Office Suite (Excel, Word, Power Point, Outlook, and Access), Archibus, Navy's iNFADS system, GIS, and/or AutoCAD.
General Knowledge, Skills, and Abilities Ability to draw information from several sources to form comprehensive and systematic recommendations serving immediate and long-term construction management.
Analytical thinking/critical thinking skills are imperative.
Demonstrated experience working within a team structure as well as autonomous/individual work environments to achieve contract goals.
Demonstrated ability to work in a dynamic fast-paced environment.
Proficiency in Microsoft Office.
Excellent written and verbal communication skills.
Physical Demands:
This position will entail a varying blend of office and field work.
Office work may require long periods of sitting and computer use.
Field work may require long periods on your feet, possibly on ladders or scaffolding.
Active construction sites may be dusty, loud, or dusty.
Heavy lifting should not be required.
