Program Analyst

The primary purpose of this position is to function as high level Program Analyst in concert with other Projects Staff as a technical expert in development, implementation and monitoring of projects/programs with significant scope or complexity related to facility improvement/upgrades (Major, Minor, non-recurring maintenance, and station level projects), facility planning in support of Strategic Capital Improvement Plan (SCIP), leasing program oversight to include tenant improvement projects, space utilization and High-Cost Equipment installation through the National Acquisition Center (NAC). The position requires a broad technical background and experience in various functions; a full and in-depth understanding of the VA procedures, policies, andauthorization and appropriation processes; and a strong project management background. Applies knowledge of management concepts, principles, methods and practices, as well as knowledge of methods, practices, and processes of disciplines necessary for accomplishment of projects. Incumbent is assigned work in general terms of overall objectives, results desired, and the guidance and direction by the Chief of P/PM. Is fully responsible for assigned functional program and projects, referring to the supervisor only those matters impacting projects outside the employee's jurisdiction,requiring higher level intervention, requiring policy formulation, or maters likely to generate significant interest or controversy. Work is reviewed for achievement of results. Controls and manages project milestones and budgets from initial studies through construction and initial operations. Within delegated authorities, reviews and approves project cost and schedule changes. Determines requirements, reconnaissance, location, and prepares designs, specifications and estimates. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
experience in serves as a project manager, responsible for the overall management, control, coordination and execution of assigned construction programs and projects to include space utilization and capital asset improvements; Development of a Project Management Plan (PMP)for each assigned project. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level, you must have a PhD or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
