Program Analyst
The primary purpose of this position is to function as high level Program Analyst in concert with other Projects Staff as a technical expert in development, implementation and monitoring of projects/programs with significant scope or complexity related to facility improvement/upgrades (Major, Minor, non-recurring maintenance, and station level projects), facility planning in support of Strategic Capital Improvement Plan (SCIP), leasing program oversight to include tenant improvement projects, space utilization and High-Cost Equipment installation through the National Acquisition Center (NAC). The position requires a broad technical background and experience in various functions; a full and in-depth understanding of the VA procedures, policies, andauthorization and appropriation processes; and a strong project management background. Applies knowledge of management concepts, principles, methods and practices, as well as knowledge of methods, practices, and processes of disciplines necessary for accomplishment of projects. Incumbent is assigned work in general terms of overall objectives, results desired, and the guidance and direction by the Chief of P/PM. Is fully responsible for assigned functional program and projects, referring to the supervisor only those matters impacting projects outside the employee's jurisdiction,requiring higher level intervention, requiring policy formulation, or maters likely to generate significant interest or controversy. Work is reviewed for achievement of results. Controls and manages project milestones and budgets from initial studies through construction and initial operations. Within delegated authorities, reviews and approves project cost and schedule changes. Determines requirements, reconnaissance, location, and prepares designs, specifications and estimates. To qualify based on education for this grade level, you must have a PhD or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related.
