Registered Nurse Clinical Informatics

The clinical informatics nurse facilitates the integration of data, information, knowledge, and wisdom to support patients, nurses, and other providers in their decision-making in all roles and settings. This support is accomplished through the use of information structures, processes, and technology. The RN must be poised and articulate in communicating with all personnel and willing to work cooperatively as a member of a team. The RN makes caring for the Veteran the priority and demonstrates customer service principles in all aspects of work. The clinical informatics role is accountable and responsible for knowledge of clinical computer software application programs including, but not limited to:
Participates in in modernization and sustainment of electronic health records system and other Informatics/IT/Biomed systems associated with EHR; Proficiently engages in EHR modernization process at the facility, VISN and national level; Functions as a change agent, actively participating in assisting peers through the change process; provides clinical informatics expertise to train clinical staff on use of electronic health records and other clinical informatics matters; applies professional standards of care and nursing practice to evaluate issues in Informatics and derive/implement informatics solutions to improve delivery of care. Proficiently participates in formulating programmatic outcomes relative to the use of informatics for groups of patients, staff and the organization; participates in performance improvement efforts within the scope of clinical informatics service. Assists developing systems to continuously monitor and measure quality, safety and outcomes of care delivery; Reviews, analyzes, and incorporates data, information and knowledge in a systematic and ongoing process refining a variety of issues/problems; implements, maintains and enhances business applications that support important operations of facility; Co-leads interdisciplinary groups promoting decisions that positively impact the program, services, and/or medical center; providing consultation and direct interventions to track, trend and analyze data for strategic planning and initiatives. Proficiently engages staff in the transformation of data into knowledge for integration into practice in all clinical and administrative areas; prioritizes informatics tasks based on the immediate/anticipated needs of the service, facility and organization; helping to incorporate current regulations, standards and/or guidelines of applicable professional organizations, accrediting or regulatory bodies into practice and policies. Assists in determining the social, legal, regulatory, and ethical impact of an informatics solution on nursing and health care. Reviews and analyzes relevant data rich sources for inclusion in guidelines, policies and procedures relevant to clinical and administrative processes and programs; participates in the application of the nursing/clinical process to Informatics improving outcomes; Applies professional standards of care and nursing practice to evaluate issues in Informatics and derive/implement informatics solutions to improve delivery of care; analyzing informational and human resources effectively to facilitate safe, effective, and efficient care. Analyzes resource availability, identifies risk areas including, but not limited to, equipment and data/information access and validity; monitors informatics issues with implications in ethics, accountability and integrity exemplified in discovering and addressing/reporting privacy vulnerability in the data access/management process; seeks and participates in innovation and systems redesign projects to improve quality of patient care or patient satisfaction; demonstrates professionalism and collegiality to meet the service expectation of excellent customer service to the internal and external customers; and other duties as assigned. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant:
The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Experience:
Prior Clinical Informatics experience and/or Data Analytics experience is highly preferred. Having experience in both areas will be considered more favorably than one; prior project in management/lead experience in a health care domain is desired. Especially desirable experience is in the domain of electronic health record implementation or enhancement, usability/systems redesign, health information exchange/interoperability, or health care quality/safety; Minimum 1 - 3 years of prior clinical informatics experience is favorable. Clinical experience within VA system will be given preference over clinical experience from other agencies; Extensive knowledge of the electronic medical record and its underlying data sets including the requirements, methods, sources and procedures to perform a variety of assignments in the specialty area; Knowledge in VistA/CPRS or Cerner platform; Certification from a national informatics certifying body or a formal training in Clinical Informatics; Nursing Informatics, Pharmacy Informatics or Biomedical Informatics certification/training will be considered equivalent to certification in general Clinical Informatics; Prior experience/knowledge in development and support of web applications and back-end databases. Grade Determinations:
The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree and approximately 2-3 year's of nursing practice/experience. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
