Acts upon customer agency requests for the acquisition and procurement of IT and Professional Services. Develops partnerships and networks with the federal community and industry experts to establish new business opportunities in the AAS arena. Coordinates work efforts between customer technical functions and contracting offices relying on a wide variety of tools such as inter-agency agreements, diverse professional services contracts enterprise-wide contract vehicles, and other technical and business data to ensure solutions employed and contractual vehicles selected optimize customer financial abilities and meet business requirements. Serves as an expert technical consultant to assigned civilian and/or military customer agencies by understanding their specific needs, guiding, and advising on the most effective and efficient means of procuring FAS services and products to meet their mission specific needs. Acts upon customer agency requests for FAS assisted acquisition services of IT and Professional services and products. Develops and designs comprehensive integrated solutions, primarily involving military and civilian agencies headquartered in the Pacific Rim Region, but who may also exercise program authority on a national or worldwide scope. Performs a broad range of complex analyses to assess customer needs and to create multiple solutions for customers, which are constantly evolving and can be regional, national or worldwide in nature. Creating solutions may require the incorporation of multiple technologies, diverse platforms, distinct business needs and sometimes sensitive, controversial or unprecedented needs due to new customer roles, rapidly evolving program changes, or matters which may involve critical security matters. As a recognized and respected authority on a diverse range of issues related to GSA/FAS offerings, demonstrates resourcefulness and discretion in creating marketing or business approaches to provide consultant services that are often sensitive, and have high visibility and/or are extremely difficult in nature. This requires expert knowledge of FAS's programs, services, and products as well as seasoned business, acquisition, Federal Acquisition Regulations (FAR), and industry knowledge to recommend solutions to customer agencies. Develops and analyzes information to identify what level of acquisition support and FAS solutions can provide the necessary essential supplies/services solutions required, and subsequently encourages and provides information in support of the use of FAS Programs. The nature of the position is highly mobile, primarily field based and at customer locations. Face to face interactions are the primary and preferred form of customer interaction and can require overnight travel. Develops leads and sales opportunities through customer agency visits, participation at local area and regional events, market research, and through referrals. Qualifies opportunities/leads and documents information in the Customer Relationship Management database. Coordinates fulfillment of opportunities and follows them through to closure by providing significant activities to assist the customer agency in the process. Maintains contact and close working relationship with a diverse range of acquisition and acquisition policy personnel. Identifies areas where FAS can provide essential contracting solutions by providing procurement data and data analysis as well as encouraging the use of FAS resources. Makes the federal government better customers of FAS products and services by serving as an expert technical consultant, performing outreach, advising on the best procurement vehicles and assisting with market research. Analyzes historical spend data and government market opportunity intelligence sources to identify the greatest areas of opportunity to promote FAS programs and makes recommendations to management of program improvements, and/or areas of expansion, based on customer agency intelligence and industry feedback. Conducts and/or leads highly complex analytical studies that are of special interest to FAS and/or customer agencies. Develops and prepares reports, briefings, and/or position papers for presentation to the customer agency & executive leadership. Conducts briefings and presentations to federal, state, local governments and industry audiences. Organizes and professionally conducts FAS seminars, workshops, training events, briefings, and conferences with top-ranking officials of military and civilian agencies and representatives of customer agencies. Develops and analyzes information based upon what levels of support and products/services are required to demonstrate how FAS programs solutions can meet customer needs. Coordinates any necessary arrangements for events. Represents GSA at acquisition symposiums and conferences. The GS-13 salary range starts at $102,104 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience which has equipped the candidate with knowledge of market research, market analysis and business development concepts. Candidates must have experience in conducting analytical studies for both existing and potential markets for an organization specializing in providing services to Federal agencies. Examples of such experience are:
Evaluating existing and potential customer product/service needs and make recommendations based on company offerings Generating business through creative methods Utilizing leads, referrals, and direct calls to generate business Performing customer outreach, marketing research and promotion. Acting as a liaison between multiple stakeholders to facilitate product/service delivery. Application and consideration of the Federal Acquisition Regulations (FAR) in conducting business.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
