Supervisory Program Specialist

Duties include but are not limited to the following:
Oversee the day to day administrative processes of the unit to assure that agency, facility, service policies and priorities are being followed by subordinates. Perform interviews of candidates for i.e. appointments, promotions, and reassignments, identifies and/or provide for training needs, and improve production or increase the quality of work within the area of authority. Recommend actions on e.g. promotions, leave, awards, and minor disciplinary actions, and investigate or hear individual or group grievances. Conduct research and compilation of data from diverse sources to extract and/or assemble information for analysis and reports. Performs program oversight that requires daily data collection and analysis. Uses knowledge and experience of VA systems to collect data. The incumbent frequently analyzes data to evaluate individual staff and program performance, to include the identification of patterns and trends. Provide data collection, analysis, and reporting for the Service from systems e.g. VHA Support Service Center (VSSC), Strategic Analytics for Improvement and Learning (SAIL), and Specialty Productivity Access Report and Quadrant Tool (SPARQ), including those reports built using Pyramid Analytics, and VISTA for Budget reports. Develops proposals and/or plans related to the implementation of new or modified programs or projects. Proposals may include staffing projections, recommendations for new systems or services. Proposals required detailed research, analysis of VHA policies, impact on patient care and the development of a cost-benefit analysis. Provides service leadership and clinical staff with technical interpretations of policies and procedures. The incumbent provides courses of action to resolve issues or concerns by involving all associated stake holders. The incumbent is considered an expert in all functional areas of medical administration and technical guidance will be generally accepted when provided. Administer resource, space, facilities, equipment, and many employee actions for a range of programs with the Service. Develop policies, procedures, and organizational structures required in fulfilling the education service mission and for the achievement of those goals and objectives. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
coordination of employee development, learning resources, clinical training, budgeting, contracting, resource management and academic affiliations. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree; OR, Possess 2 full years of progressively higher-level graduate education leading to such a degree. OR Possess a LL.M., if related. You will be rated on the following Competencies for this position:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
