Supervisory Police Officer

Duties include but are not limited to the following:
Assist the organization with daily law enforcement operations involving VA Police Officers assigned to the VA San Diego Health Care System (VASDHS) Community Based Outpatient Clinics (CBOCs). Knowledge of all aspects of police work to ensure police officers properly execute their duties. Monitor police officers to ensure that all required training needed to perform their duties as police officers and as Government employees is conducted as required. Responsible for the daily supervision and enforcement of Federal, state, and local laws pertaining to the physical protection of patients, visitors, and employees. Protect United States Government and personal property within the jurisdictional boundaries of the VASDHS and the protection of civil rights for all persons on Federally owned property. Knowledge of Crime Prevention/Predictive Analysis programs to help reduce criminal conduct. Ensure that work is distributed fairly among his/her subordinates while following station policy, police procedures and security directives. Plan and coordinate the daily duty schedules and monthly work schedules ensuring minimum coverage is met to provide 24-hour law enforcement coverage for the Medical center. Assist and/or review of police reports for accuracy and completeness for responsible officer make corrections when necessary. Oversee i.e. investigation, detention and apprehension of individuals suspected or convicted of offenses against the criminal laws of the United States and the Rules and Regulations Governing Security, Law Enforcement, and Standards of Conduct on Veteran Affairs Property. Interpret/utilize prescribed Medical Center agreements with local law enforcement agencies with respect to e.g. exchanging information, serving of processes, assisting investigations of other jurisdiction, reporting the flight of criminals into outside jurisdictions or onto Medical Center property and fully cooperates in activities that ensures the public's welfare during life threatening emergencies. Assure subordinates are conducting vigorous, inquisitive patrol activities which i.e. assures random patrol patterns, meet special protective service requirements, and provide maximum visibility to deter against crime and provide a secure environment for the employees, patients and visitors. Ability to effectively explain performance expectations to employees and provides regular feedback on strengths and weaknesses. Resolve employee's concerns complaints and refers serious unresolved complaints to higher level management. Initiate and prepare documentation for performance and/or conduct problems. Determine on the spot temporary changes in patrol assignments and mission priorities to meet requirements of security and law enforcement for the Medical Center. Determine the need for searches to collect and secure contraband, which could cause bodily harm to Medical Center patients, employees, and visitors in the preservation of the peaceful environment requisite to the operation of the medical treatment programs. Assure that first line supervisors conduct personal equipment inspections of their subordinates to ensure the safety of the officer is not jeopardized by defective equipment (i.e., protective vest, radios, police vehicle, authorized weapons, etc.). Work Schedule:
Will be required to work on weekends and holidays. Will be required to work 8-hour, 10-hour or 12-hour shifts depending on the staffing needs within the supervisor's area of responsibility in a fair and equitable manner. Position Description/PD#:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-08. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-08 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. Physical Requirements:
The incumbent must undergo and pass an annual physical for Police Officers in accordance with VA guidance. Since the duties of this position are exacting and responsible, and involve activities under trying circumstances, the incumbent must possess emotional and mental stability. He/she is confronted daily with physical demands, such as responding to emergency situations (i.e., fires, disturbances, alarm activation's). This includes moderate to arduous physical exertion; the ability to run, climb multiple stairs, lifting disabled or injured individuals, crawling, crouching and standing for long periods of time. The incumbent maybe required to use his/her physical ability to restrain violent person(s) using unarmed defensive tactics. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
